Issue of permits for special road use through the construction of new and repair of existing underground and above ground linear or individual facilities in the area of the road and in the service area - 647
For activities of special use of roads without a permit, the construction of new and reconstruction of existing underground and aboveground linear or freestanding facilities of the technical infrastructure is prohibited within the scope of the road and the service areas.
Legal basis for providing the administrative service / issuing the individual administrative act:
Roads Act - Art. 18, para 1, in connection with art. 26, para 2, item 1, b. d
Ordinance on the special use of roads – art. 18; art. 19
Body providing the administrative service / issuing the individual administrative act:
Management Board of the Road Infrastructure Agency or by an official of the Agency for National Roads authorized by the Management Board.

Ways to request the service
The request is addressed to the director of the respective Regional Road Administration, on the territory where the investment intention is.
Request and accompanying documentation are accepted:
- At the counter in the administrative service unit in the respective Regional Road Administration, on the territory where the investment intention is;
- By mail;
- Orally, at a counter in the administrative service unit in the respective Regional Road Administration, on the territory where the investment intention is;
- By e-mail delovodstvo@api.bg (only the request, as the applications are sent by mail or at a counter in the administrative service unit in the respective Regional Road Administration, on the territory where the investment intention is).

Depending on the type of special use and the class of the road, a one-time fee is collected, according to Art. 20, para 1 of the Tariff for fees collected for crossing and using the national road network
The service can be paid for in one of the following ways:
Bank transfer
Payment at checkout in the respective Regional Road Administration is also allowed, on the territory where the investment intention is.
Body exercising control over the activity of the body providing the service:
Minister of Regional Development and Public Works.
Procedure, including deadlines for appealing the actions of the body providing the service:
The individual administrative act shall be appealed under the conditions and by the order of the Administrative Procedure Code before the Administrative Court within 14 days from its announcement.
