3147 Registration of a National Service Provider for Electronic Toll Collection Services

Traders registered in the Republic of Bulgaria or in another Member State of the European Union shall be entered in the Register of National Service Providers for Electronic Toll Collection, if they meet the following requirements:

1. They have a valid certificate according to BDS EN ISO 9001 or its equivalent;

2. They have technical equipment that meets the relevant requirements necessary for the purpose of tolling in the relevant areas of toll fees of the Road Infrastructure Agency

3. They have competence in the provision of services for electronic toll collection or in other related areas;

4. They have the necessary financial stability;

5. They have a risk management plan, which is subject to review at least once every two years;

6. They have a good reputation.

Traders entered in the Register may operate as national providers of electronic toll collection service after concluding a contract with the Road Infrastructure Agency.

Legal basis for providing the administrative service / issuing the individual administrative act:

Roads Act - Art. 10i, in connection with art. 10h, para 3, items 1 and items 3 - 6

Ordinance on the terms and conditions, procedure and rules for construction and operation of a mixed system for charging the different categories of road vehicles on the basis of time and distance travelled- art. 30

Procedure for providing the administrative service / issuing the individual administrative act, requirements and necessary documents:

The registration procedure, the requirements to the supplier and the necessary documents are described in detail in the Ordinance on the conditions, procedure and rules for construction and operation of a mixed charging system for different categories of road vehicles based on time and distance - Chapter Three, Section III and Chapter Four, Section III.

Samples of forms to be filled in for the provision of the administrative service:

• Application for the registration of a European Electronic Toll Collection Service Provider (EETS)
• Application for registration of a National Service Provider for Electronic Toll Collection (NSP)
• Application for reimbursement of unduly paid fees under Art. 10, para 1, item 2 of the Roads Act when paying a toll fee by purchasing a one-time route pass, incl. if the toll fee for the same car number is paid two or more times

• Deklaration for road vehicles over 3,5 tons, using alternative fuel as the only source
• Application to operate as a provider of declared data
• Application for reimbursement to owners, users according to the requirements of art. 4, para 3 of Ordinance No. I-45 of 24.03.2000 or a user of a road vehicle authorized by them, as well as by users on the grounds of another legal basis, of road vehicles over 3,5 t, using as a sole source alternative fuel

How to request the service

The application is addressed to the Acting Chair of the Management Board of the Road Infrastructure Agency

The application and the accompanying documentation are accepted:

- at a counter in the Central Administration of RIA;

- on site in the Information and administrative service center of NTA;

- by mail;

- by e-mail ntd@api.bg.

Where the applicant is a foreign person, he or she shall submit the relevant equivalent documents required for registration, issued by a competent authority in accordance with the law of the country in which he is established.

Indefinite, in compliance with the activity of the supplier with the legal provisions governing the activity.

There is no fee for providing the service

The individual administrative act is appealed under the terms and conditions of the Administrative Procedure Code before the Minister of Regional Development and Public Works / Administrative Court, within 14 days of its notification.
